The 7th Circuit gets one wrong

In general, the 7th Circuit is the guiding light on FDCPA cases.  However, in their most recent decision I think they got it wrong.   I blogged about this case previously, but can’t locate the post.  The question is what constitutes a judicial district for the purposes of the FDCPA?  Sadly, this most recent case reverses the three judge panel decision and the previous 7th Circuit case on the subject.
