Kentucky’s civil asset forfeiture

It appears that few of Kentucky’s law enforcement agencies are reporting forfeitures as required by statute.  Civil asset forfeiture is widely abused to begin with.  Not having the forfeitures reported simply makes it easier to hide the abuse.
